Low chaos questions

Trying for a low chaos playthrough because this game has a way of making me feel very guilty about killing everyone.

So, question 1. How do I get the upgrade that allows me to knock out enemies faster? Is it a bone charm? Blueprint?

Question 2, if a guard shoots another guard by "accident" (time frozen bullet/possession) does that count as a kill? Meaning if I freeze time right as an enemy shoots and then walk him around to be hit by his own bullet is that viable?

Question 3 is how many enemies can I get away with killing for low chaos? Say if I run out of sleep darts and wanna kill an enemy here and there, how much can I get away with that?

Input lag on PS4?

Hello. I started up a new game on PS4 (regular variety) and looking around seems to carry a degree of lag---it feels slow, at any rate. And trying to turn up the sensitivity didn't seem to fundamentally fix the slow feeling---it just made the controls feel awkwardly caffeinated.

Is this normal?

EDIT: Just played Dishonored: Definitive Edition on same PS4 and something is most definitely wrong---or at least off---with D2 PS4's controls. Dishonored 1 handles tight, D2 does not.
