Why does Sokolov cry for Billie/Meghan?

As many of you know, right before the final mission of DH2, Billie confesses how she helped Daud kill Jessamine. After that, you can kill her and even kill Sokolov.

If you kill Billie and take her corpse to Sokolov, he kneels and begins to cry...why? They didn't even know each other that much (as far as I know, I might've skipped some lore though). Could someone explain? Thanks!

I'm playing through for the first time on GamePass after really enjoying the first one, but getting the high chaos ending. I'd like to give myself a good revenge story but a goodhearted main character.

A good example of this is Mortimer Ramsey in the first mission. I could kill him and leave, or knock him out and leave. Could I, throughout the whole game, kill ONLY targets, but optional targets too, and get the good ending? Thanks.
